The effectiveness of static speed enforcement cameras to generate income reduces significantly very soon after installation as people become aware of these locations and word gets around. Driver behaviour changes dramatically as people are aware of the financial implication of traversing the triggers in the road and the piece of paper and photograph that arrives a few weeks later and depletes the bank account by varying amounts. Behavioural change is very evident, but is only experienced at that instant (or at least a few metres in front of the camera).

The opportunity to change driver behaviour over a larger stretch of road has very significant safety benefits on our roads that suffer with extremely high death tolls. Since most of the roads are not patrolled it is easy to travel at speeds that are excessive. Being able to determine information about the vehicle at certain points makes it possible to change driver behaviour over these stretches of road while deploying personnel resources to events rather than mere monitoring..

Behavioural change is initiated by developing driver accountability and the awareness and fear of being caught due to the potentisl financial implications which we all try to avoid.
